Base Map Consultation Services for Makkah Municipality

ESRI NeA has recently embarked on providing consultation services for the design and development of a base map for the Municipality of Makkah. This project is being handled in cooperation with the CAD & GIS Company in KSA. On Sunday 18th of May, a workshop was held to discuss the results of phase one, and to approve the requirements gathered, marking the end of phase one of the project. The workshop was attended by the Mayor of Makkah, during which he gave a speech on the importance of the project and the benefits it holds for the city of Makkah. The workshop came to a conclusion with the approval of the System Requirements Specification Document (SRS) developed by ESRI NeA.

The project aims to build a comprehensive unified base map on the level of the municipality, as well as unify the technical requirements for the layers and geographic data that constitute the base map. Furthermore, the base map will be designed based on a scientific and practical methodology that will provide maximum flexibility in accommodating as much basic data as possible, and at the same time provide room for future scalability and integration with other databases within the municipality. The geodatabase will be developed in a way that ensures the optimal security for the data and system, seamless integration with existing and future systems, as well as integration with related external agencies. Additionally, all departments will have access to the data and maps available on the geodatabase based on pre-defined authorization levels set by the municipality. ESRI NeA will employ the latest technologies from ESRI in implementing this project. Unified Modeling Language (UML) will be utilized in building the Unified Geodatabase.
The consultation project is divided into a series of phases. Phase I which was just finalized, handled all issues related to evaluating the existing base map, nature of the existing data and its formats, as well as identifying the actual needs and requirements of the various departments of the municipality from the base map. Phase II will entail the design of a central unified geodatabase in accordance with required standards, while Phase III will proceed to develop the geodatabase and upload any existing geographic data at the municipality into it. Phase IV, which is the final phase, will entail developing a comprehensive business plan that will include suggested procedures and policies on how to finalize and complete any missing spatial and descriptive data for the base map, and set a time frame for doing so. Additionally the plan will include quality assurance and standards control procedures and will highlight methods of maximizing the utilization of the base map within the municipality and by external governmental agencies.
